Construction and equipping of a waste sorting plant in Biograd na Moru

Project Description

The project involves the construction and equipping of a waste sorting facility in Biograd na Moru, where separately collected waste paper, cardboard, metal, plastic, and other materials will be prepared for recycling and reuse.

After receiving and separating recyclable waste components, the plan is to press and bale them with a capacity of 16.7 tons per working day, followed by removal by authorized operators.

The sorting facility will be used by the City of Biograd na Moru and the neighboring municipalities of Polača, Pakoštane, Sveti Filip i Jakov, Pašman, and Tkon.

Project Purpose

The project will contribute to improving the integrated waste management system and enhancing the efficient use of resources in the wider Biograd area by increasing the recovery and recycling rate of separately collected waste and reducing the amount of waste sent to landfills.

Project Objectives

Encourage the establishment of a new facility for sorting separately collected waste such as paper, cardboard, metal, plastic, and other materials.

Increase the amount of separately collected municipal waste that, after sorting, will be prepared for recycling.

Project Results

A newly constructed facility for sorting separately collected municipal waste.

A measurable amount of sorted municipal waste prepared for recycling during the period following project completion — 1,592 tons per year.

Key Milestones

November 17, 2023: Signing of the co-financing agreement with the Ministry of Economy and Sustainable Development and the Environmental Protection and Energy Efficiency Fund.

February 1, 2024: Contract signed for the construction and equipping of the waste sorting facility.

February 19, 2024: Contract signed for connection to utility infrastructure and construction of an access road to the sorting plant.

About the Facility

Biograd na Moru is gaining a modern waste sorting facility that will process separately collected materials such as paper, cardboard, metal, plastic, and others, preparing them for recycling and reuse.

After receiving and separating recyclable components, the materials will be pressed and baled (capacity: 16.7 tons/day) and removed by authorized operators.

The facility will serve the City of Biograd na Moru and the municipalities of Polača, Pakoštane, Sveti Filip i Jakov, Pašman, and Tkon.

This modern infrastructure covers approximately 3,970 m² on the western edge of the Industrial Zone in Biograd, near the city’s recycling yard and transfer station.

Its strategic location enables more efficient waste management and supports faster achievement of goals — increasing the amount of high-quality sorted waste ready for recycling and reducing the amount of municipal waste sent to landfills.

Environmental and Economic Impact

The City of Biograd na Moru has been systematically investing in waste reduction through numerous waste management projects, and the new sorting facility represents another major step in that direction.

Sorting facilities play a key role in improving the quality and market value of separately collected materials, thus promoting sustainability and the circular economy.

Project Value and Funding

The total value of the project “Facility for Sorting Separately Collected Waste (Sorting Plant) in Biograd na Moru” is €4,405,553.09, of which €2,892,733.13 is provided through non-refundable funds from the National Recovery and Resilience Plan 2021–2026 (NPOO).
